Rules and Regulations UNDER REVIEW
The Rules and regulations are subject to change. The rules are updated for 2011 Labrador Canoe Regatta and are available below for downloading or in hard copy at the Regatta office located in the Visitor Information Centre at 365 Hamilton River Road in Happy Valley-Goose Bay.
Official Rules
2011 Labrador Canoe Regatta
The following rules and regulations will apply to ALL aspects of the 2011 LABRADOR CANOE REGATTA.
It is the responsibility of the team Captain to make these rules known to all team members.
GENERAL REGULATIONS:
TEAM MEMBERS Teams may consist of up to a maximum of eight (8) people; any six can paddle in the race. The team members listed on the registration sheet will form the crew to be entered into the indicated category. The team members listed on the registration form will only participate with the crew and in the category indicated.
REGISTRATION An individual paddler may register with only one team, with the exception of the Novelty Service & Family race. The completed registration form and the appropriate fee must be dropped off at the Tourism Information Center prior to a team's first practice. Registration for a crew must be received before that crew will be permitted to practice. Practices start July 5th, 2011 and will finish on July 28th, 2011.
Practice will be held Monday to Friday from 6:00pm to 9:00pm, Saturday & Sunday from 2pm to 5pm. (Unless changes are deemed necessary)
AGE REQUIREMENTS JUNIOR Must not have reached their 16th Birthday by July 30th
JUVENILE: Must have reached their 16th Birthday but not their 19th by July 30th.
SENIOR: Must have reached their 19th Birthday by July 30th
PARENTAL CONSENT FORMS FOR PARTICIPANTS 17 YEARS AND YOUNGER MUST
BE COMPLETED AND ATTACHED TO THE REGISTRATION FORM OR YOU CAN NOT
PADDLE AT PRACTICE OF DURING RACE.
a) A paddler can move up one category if the receiving team has 50% of its members meeting age requirements.
b) A team may move up one category if it has been together three years or more and 50% of its members meet the requirement.
c) Once registered for the higher category, teams or individual paddlers will not be permitted to move back down to a lower category.
d) If there are special circumstances, Committee members, can make adjustments to help teams with age category difficulties, but to be done on special circumstance ONLY
SUBSTITUTIONS: A team which loses one or more members due to unforeseen circumstances (sickness, injury, or work commitments) may substitute new members up to ½ hour prior to the start of the heat or race; provided that the substitution meets the age requirement and is not registered with another team.
DECISIONS: The decisions of the Committee and race officials are final in all cases.
MEDICAL CONDITIONS: Is the responsibility of each individual competitor. Any accidents occurring during the practices or while participating in the 2010 Canoe Regatta CANNOT be held against the Labrador Canoe Regatta Committee or its Officials.
RACE RULES AND PROCEDURES
REPORTING: Teams are to report to the race start area adjacent to the boathouse 45 minutes prior to scheduled race. Team Captains will identify themselves to race officials. Teams can be given 15 minutes grace, after which time draws, will be conducted.
DRAWS: Team captains will participate in draws to select lane number and canoe. The starting position of the team (lane#) will determine the order in which teams will select paddles: (from lane 1-6). For the championship races, lane placement and canoes will be decided by previous heat times. The team with the best heat time will get first choice of lane and canoe. If two teams happen to tie for best heat time officials will then have to draw between the two.
EQUIPMENT: Paddles will be provided for the races by the Regatta Committee and teams are permitted to use their own paddles provided they meet Regatta standards. Life jackets must be provided by the paddlers themselves.
PROTECTIVE GEAR: Teams will not be permitted to wear or utilize protective equipment such as gloves etc, which may result in an unfair advantage over other teams. Knee pads may be permitted.
PROCEEDING TO CANOES Team members are not to proceed to canoes until advised by race officials.
START GATE At the direction of race official, teams will move to the start gate in the lane assigned. Officials will assist teams in the positioning of canoes and will hold them in place until the race is started.
STARTING ORDERS Once all the canoes are positioned to the satisfaction of race officials, teams will come under starter's orders. The following orders will be issued "Take your mark set". When the starter is sure all teams are set, the pistol will be fired. At the sound of the pistol, teams will start the race.
FALSE START: A false start is declared at the discretion of the starter when a team starts to paddle before the pistol is fired, of if interference is observed. A marker will be placed that will determine the end of the start gate. If, in the opinion of the official starter, a false start has occurred, the pistol will be fired twice. Upon hearing the two shots, teams will return to the starting gate.
INTERFERENCE: Teams must make every effort not to interfere with another canoe in any way. If a collision occurs, team members must not use hands to fend off the opposing canoe, paddles are permitted. Teams using hands to grab or push the canoe may be disqualified by officials.
COURSE: Any canoe not following the set course may result in a disqualification. Deviations include; not turning around a buoy, turning a buoy on the wrong side, not crossing the finish line, not completing the course.
PENALTIES: Penalties can be issued for tipping a canoe over at the finish line (10 seconds); and finishing in the wrong lane (20 seconds).
PROTEST PROCEDURES
In the event a protest occurs, the following procedure applies:
Must be in writing on an official form ( Boathouse official)
Must be submitted no later than 1 hour after the heat or race is finished
Must be accompanied by $100.00. This fee will be returned to the team if the protest is upheld
Protest Committee will consist of the Chairperson, Technical director, Safety Boat operator, Official time keeper. Minimum of three
All decisions of the committee will be final in all cases. No appeals will be accepted.
SAFETY RULES
Safety is of prime concern to the Regatta Committee. All teams will observe the following rules.
All decisions on the running of the races due to weather (wind, rain, etc) will be made by the Regatta Committee Executive in conjunction with the head of the Safety Boat Committee.
POWER BOATS Only official regatta boats/ or motorized vehicles will be allowed on the lake during the races
LIFE JACKETS Federal legislation will govern the use of life jackets. All paddlers 17 years and younger must wear life jackets during all practices and during the Regatta races. All paddlers over 17 years of age must wear life jackets during all practices and have them in the canoe during the races. You are responsible to provide your own lifejackets.
The Labrador Canoe Regatta WILL NOT supply life vests.
ACCIDENTS Judges (safety boat and official starter) has discretion to decide the course of action if the accident affects the outcome of the race.
SAFETY BOATS: Safety boats will be staffed with qualified personnel, and will follow the canoes around the course. In the event of an accident, teams must not interfere with the team in difficulty, or with the operations of the safety boat. Each safety boat will carry one driver and one or two lifeguards.
THE SAFETY BOAT OPERATORS WILL HAVE THE FINAL SAY IN ALL SAFETY MATTERS
ENFORCEMENT: If, in the opinion of Regatta officials, a team is guilty of blatant disregard of safety rules during practices or races, the Chairperson may revoke a team's registration. Upon recommendation of officials, the Chairperson may revoke the registration and bar the team from further practices and races. The registration fee will not be refunded
LIABILITY: The Labrador Canoe Regatta's organizing committee will not be responsible for any damage or loss of property during either practice session dates or during the racing regatta. As well, the Labrador Canoe Regatta's organizing committee will not be held responsible for any damages as a result of accidents during either practice or the racing regatta.
RACE FORMAT
HEATS -Heat size will depend on the number of teams registered
-All female & male races will be run on Saturday (Junior, Juvenile, and Senior)
-All championship races will be run on Sunday
CHAMPIONSHIP RACES The six fastest times for each gender will be eligible for the Championship race, regardless of age category.
PAT VICKERS CUPS this will be the championship cup for the juvenile races.
